ODS Facilitators Panel
Official Panel Facilitators for Compliance with the Digital Services Act (DSA)

With him Digital Services Directive (DSA), the European Union is establishing for the first time a coherent framework for managing content and disputes between users and online platforms. At the heart of this innovation is the “authorized dispute resolution body (ODS)” and its specialized professionals: the ODS Facilitators.
The Facilitator:
- Examines differences between users and platform providers
- Coordinates the process extrajudicial appeal (articles 20–21 DSA)
- Ensures neutrality, transparency and reasoned judgment
- Operates in a high-pressure environment technological and ethical requirement

Who can register?
Registration is aimed at professionals who:
- They have completed the training program ODS Facilitator Training of startADR (or equivalent training after assessment)
- They have strong background in legal analysis, content moderation, user rights and technology
- They are committed to impartiality, protection of fundamental rights and quality documentation
- They understand the broader context of DSA and are ready to take action on cases arising from pan-European platforms
What does registering with Panel offer?
DSA Digital Dispute Case Assignment
Registrants handle real cases of user appeals against decisions of online platforms (e.g. content removal, account restriction, shadow banning, content-based discrimination).
Institutional participation in the DSA out-of-court resolution mechanism
As a member of the ODS, the Facilitator represents a recognized institutional role, provided for in the EU.

Public presence of the profile on the “Find your ODS Facilitator” page, with the ability to search by language, sector and specialization.
Participation in panels of special sectors
Registry facilitators can be selected for cases related to: hate speech, entertainment platforms, influencers, minor content, corporate profiles, intellectual property and personal data online.
Interface with the startADR network
Access to communities of practice, mentoring, certified training and joint actions with professional associations, civic organizations, universities and institutions.
Proof of technological and regulatory competence

Registration process
Registration is done through the special application form. Required presentation of certification or equivalent qualification (if any), as well as brief professional profileThe application is evaluated by startADR and inclusion in the register follows, provided that the conditions are met.
